In its reporting of COVID-19 data, the County of Santa Barbara includes Carpinteria in an area called Unincorporated South County, which also contains Summerland and Montecito. Several Carpinteria residents, as well as the City itself, have requested data specific to Carpinteria. Here is the County’s response: “The Santa Barbara County Public Health Department adheres to the ‘Safe Harbor Method’ for de-identification purposes under the HIPAA Privacy Rule. This method indicates that when a geographic unit or area is used as an identifier, it must contain at least 20,000 people. Since the City of Carpinteria’s population is less than 20,000 people, the Santa Barbara County Public Health Department is following this method by not sharing the City’s data separately.”
